オーストラリアで子育てをする時に、教育制度についての知識は必須です。NSW州の学校教育制度内で日本語が学習できることをご存知ですか?教育制度を理解した上で日本語学習を希望する場合、我が子にどのような選択肢があるかを把握した上での将来のビジョンを持つことが大切です。
「どこの大学に通わせるのか、バイリンガルに育てるのか、マルチリンガルに育てるのか、将来どこで暮らすのか、ご家庭でよく話し合い、お子さんの性格を考えた上で、教育機関を選ぶ事が大切。そして、一度決めたからといって、それを目標にがちがちに進めていくのではなく、途中で適宜修正をしながら、子どもにとって最善の方法を選んでほしい」とUniversal Kids代表であり当委員会の役員でもある内野尚子先生も述べています。
Understanding the education system is a must when raising children in Australia. Do you know that children can study Japanese within the school education system in NSW? If your children wish to study Japanese within that framework, it is important to understand the system and what options are available for your children as well as to have a vision of what you and your children want to achieve.
Ms Naoko Uchino, the Chief Representative of Universal Kids, a comprehensive education centre for all age groups, and an executive member of HSCJC has this to say: Families need to have extensive discussions on which university to aim for, whether the children will be raised as bilinguals or multilinguals and where they will live in the future as well as to consider their personalities before selecting a school. It is also important to make appropriate adjustments along the way, to choose the best route for the individual child rather than be preoccupied with strictly following the initial decision.

HSC日本語委員会の主旨・概要
大学入学資格試験でもあるHSCコースでは、一貫性に欠くと見られる履修基準が設けられており、特に日本語を含む4つのアジア言語コースに於いてその傾向が強く、受験生や保護者が戸惑うことが多々あります。履修基準には、同様の生い立ちや言語環境の生徒でも言語の習得度が大幅に異なるという基本的な認識さえも反映されていません。言語コースの履修基準を設けている州や準州は他にもありますが、NSW州の基準が最も厳しいです。NSW州における差別的な制度の撤廃を求める必要があります。HSCJCは履修基準の見直しや設定されたコースの問題点の認識と解決について、NSW Education Standards Authority (NESA)やDepartment of Education (DEC)、諸教育機関、NSWの傾向が強く州教育大臣などに対し、その改善に向けて働きかけを行っています。
The results of the Higher School Certificate (HSC) course in NSW are important in that they determine students’ pathway into tertiary institutions. However, there are inconsistencies in the eligibility criteria for some courses, particularly in the four Asian language courses including Japanese. The inconsistencies can often be a source of confusion for students and parents. The criteria do not reflect the fundamental understanding that language proficiency can be vastly different even among students who have similar upbringing and language environment. Some other states and territories in Australia have eligibility criteria for languages as well but the criteria in NSW is the most stringent. The discriminatory system in NSW needs to be abolished. In order to make improvements, HSCJC has been communicating with the NSW Education Standards Authority (NESA), Department of Education (DEC), various education institutions and the State Minister of Education to seek their understanding of the issues related to the current courses and move them to review the eligibility criteria.

毎年オーストラリアにおける教育に関する説明会や様々なテーマでセミナーなどを開催し、保護者の方々の理解を深め現状報告を行っています。また日本語コミュニティー・ランゲージ・スクールなどで保護者を対象に交流会を開きご質問やご相談にも随時応じています。HSCJCの運営資金は補習校やイベントなどで餅販売などをしたファンドレイジングによって賄われています
HSCJC holds information sessions and seminars every year to assist parents’ understanding of the current status of education in Australia and other related topics. We also hold discussion sessions as necessary for parents at Japanese Community Language Schools to respond to their queries and provide advice. HSCJC raises its operating funds by selling Japanese cakes at these events.

履修基準が査定されていないため不当な理由や曖昧な根拠のもと日本語コースを履修できない生徒が多くいます。このような事態が現実に起きていることを実証し、日本語学習の芽が断たれることがないように、NESAに理解を求め続けています。履修資格の有無をめぐる矛盾の多い判断が、 日本語学習者たちの間 に不安を及ぼしていることを、実例を挙げてNESAをはじめ、決定を承認する立場にあ るNSW州教育大臣、そして広くNSW州民にもよく理解いただかなければなりません。皆様の体験談をぜひお聞かせください。
Whether you took Japanese for your HSC, decided against it or were unable to take it, we would like to hear your story.
The criteria to assess the eligibility for enrolment in Japanese courses are not clear. This has led to numerous situations where students have been unable to enrol in a Japanese course due to unjust or ambiguous reasons. HSCJC has continued to seek the understanding of NESA (NSW Education Standards Authority), demonstrate that such incidences are occurring and ensure that students do not have to give up studying Japanese. Inconsistent decisions on eligibility causes much angst for Japanese language learners. Real stories need to be told to have the understanding of NESA and the NSW Minister for Education who are in the positions of approving the decisions on eligibility. It is also vital that the people of NSW understand what the students are experiencing. This is why we need to hear your story. Please contact us. We look forward to hearing from you.

HSC日本語委員会
HSC日本語委員会(HSCJC)は、NSW州内の日本語コミュニティーランゲージ・スクールの保護者らを中心としたボランティアのグループで、言語教師の協力も得ています。
2007年に発足し、2011年に正式名HSC Japanese Committee Incorporateで登録し、非営利団体(NPO)となりました
HSCJC is an organization of volunteers consisting mostly of parents from Japanese Community Language Schools in NSW. The organization is also supported by teachers of Japanese.
HSC Japanese Committee Inc. (HSCJC) was founded in 2007 and was incorporated as HSC Japanese Committee Incorporate, a not-for-profit community organisation (NPO) in 2011 .
